After looking around I found this Sanction for Mods and any other class you would like to sanction. It is basically the weekly version of the USMTS rules. Pay close attention to the points fund for the Track Champions. ( I copied this from another site)

Our association with American Race Tires will not only benefit the USRA from a strategic standpoint, but will benefit USRA drivers where they need it most -- their wallets. What's more, track promoters and drivers using the American Racer tire will actually see a return on their investment.
Casey's General Stores returned in 2007 for the third straight season as the title sponsor of the USRA Casey's General Stores Weekly Racing Series. Through the support of Casey's and dozens of other national and regional sponsors, the USRA is able to provide track and national points funds that are comparable or higher than other similar sanctioning bodies ten times our size!
TRACK POINTS FUNDS: Track points funds are GUARANTEED amounts based on 16 nights of racing. Each track champion will earn a guaranteed payoff as part of each track's year-end points fund, with the following GUARANTEED MINIMUM points funds were awarded to the top-10 in each class at each track in 2007:
Modifieds: 1st place - $1,000; 2nd place - $700; 3rd place - $500; 4th place - $400; 5th place - $300; 6th place - $250; 7th place - $200; 8th place - $175; 9th place - $150; 10th place - $125. Stock Cars: 1st place - $700; 2nd place - $500; 3rd place - $400; 4th place - $300; 5th place - $200; 6th place - $175; 7th place - $150; 8th place - $125; 9th-10th place - $100. B-Mods: 1st place - $500; 2nd place - $350; 3rd place - $250; 4th place - $200; 5th place - $175; 6th place - $150; 7th place - $125; 8th-10th place - $100. Hobby Stocks: 1st place - $500; 2nd place - $350; 3rd place - $250; 4th place - $200; 5th place - $175; 6th place - $150; 7th place - $125; 8th-10th place - $100.
Points funds for 2008 are expected to be the same or more, depending on the number of sanctioned tracks and licensed drivers.
NATIONAL POINTS FUNDS: Through sponsorship commitments, the following GUARANTEED MINIMUM national points fund was awarded for the USRA Casey's General Stores Weekly Racing Series in 2007:
Modifieds: 1st place - $10,000; 2nd place - $5,000; 3rd place - $3,000; 4th place - $2,000; 5th place - $1,500; 6th place - $1,000; 7th place - $800; 8th place - $700; 9th place - $600; 10th place - $500. Stock Cars: 1st place - $2,000; 2nd place - $1,500; 3rd place - $1,000; 4th place - $900; 5th place - $800; 6th place - $700; 7th place - $600; 8th place - $500; 9th place - $400; 10th place - $300. B-Mods: 1st place - $1,500; 2nd place - $1,000; 3rd place - $800; 4th place - $700; 5th place - $600; 6th place - $500; 7th place - $400; 8th place - $350; 9th place - $300; 10th place - $200. Hobby Stocks: 1st place - $1,500; 2nd place - $1,000; 3rd place - $800; 4th place - $700; 5th place - $600; 6th place - $500; 7th place - $400; 8th place - $350; 9th place - $300; 10th place - $200.
Points funds for 2008 are expected to be the same or more, depending on the number of sanctioned tracks and licensed drivers. Modifieds will change in 2008 and will award a lesser cash award to the champion, but will spread the wealth and pay 20 positions. The 2008 Modified national points fund is tentatively set at the following levels: 1st place - $5,000; 2nd place - $3,000; 3rd place - $2,000; 4th place - $1,500; 5th place - $1,000; 6th place - $800; 7th place - $700; 8th place - $600; 9th place - $550; 10th-20th place - $500.
HOW THE POINTS WORK:
Drivers competing in USRA-sanctioned Modified, Stock Car, B-Mod and Hobby Stock divisions are eligible to compete for the USRA Casey's General Stores Weekly Racing Series National Championship. Points will be awarded to individual drivers competing in USRA-sanctioned events held from March through October.
SANCTION FEES:
Annual Fee: The annual sanction fee per track is $200, regardless of the number of classes sanctioned. However, the first sanctioned track in each State gets a two-year waiver of the annual fee. For each sanctioned class that utilizes the American Racer KK704 tire (Modifieds, Stock Cars, B-Mods), the track earn a $1,000 bonus at year's end. For instance, if a track sanctions USRA Modifieds and Stock Cars, they earn a $2,000 bonus at season's end. The only requirement is a minimum of sixteen (16) completed events.
Events: The per-event fee is just $5 per car entered in each USRA-sanctioned class, with a minimum/maximum of $75/$200 for Modifieds, $60/$175 for Stock Cars and $50/$150 for B-Mods and Hobby Stocks.
